Guys heads up lang po. I withdrew money last saturday at on of the ATM at Banco de Oro, since my banks ATM was no where near the shopping center. There was no sign saying in the ATM machine that BDO is not a member of the local ATM operators association or what. So I withdrew money and I was shocked to see that I was charged close to 250 pesos for one withdrawal! I called my bank this morning and they said that since BDO is not a member of Banknet or Megalink they will charge your withdrawal based on US dollars! I hope this will help other people making withdrawals from other banks. Make sure that if your principal bank is no where near use ATM machines which are member part of the Banknet or Megalink. They charge based on peso. I think 10 or 15 pesos only as compared to the 250 pesos per transaction imposed by Banco de Oro. RIP OFF!

Warning It is generally warned by BancNet ATMs that Expressnet cardholders must not use BancNet ATMs. This warning is put in place because BancNet is not affiliated with Expressnet, but it is with MegaLink, of which Expressnet is also affiliated with, and Expressnet cardholders using their international ATM cards risk being charged international rates. A sample warning posted on Metrobank ATMs is posted below: "To avoid the Cirrus/Maestro charges of $1.00 per balance inquiry and $3.50 per withdrawal, Metrobank E.T. cardholders are advised to use their cards at a Metrobank E.T. or any BancNet/MegaLink ATM. Expressnet bank cardholders are advised to use their bank's own network."
Expressnet cardholders using local cards generally cannot use their ATM cards in a BancNet ATM (usually the ATM would say that access has been denied). Expressnet cardholders using international cards at an internationally-linked MegaLink ATM (e.g. Equitable PCI Bank Fasteller ATMs) could risk being charged international rates. Usually, when an Expressnet cardholder receives an international ATM card, they are warned of what ATMs they should not use. For example, new BPI Express Teller cardholders are warned not to use their ATM cards with internationally-linked MegaLink ATMs (the example usually given is Equitable PCI Bank) or at any BancNet ATM to avoid international charges. The reverse also applies. For example, a Metrobank E.T. cardholder using their card at a Banco de Oro Smarteller will be charged international rates (Banco de Oro Smartellers are linked to the Mastercard and Cirrus/Maestro networks, of which Metrobank E.T. cards are affiliated with internationally). However, banks that usually issue local cards, like the Philippine subsidiary of United Overseas Bank, will just be denied access. It can also be possible for MegaLink-affiliated international ATM cards to be charged international rates. For example, an Equitable PCI Fasteller cardholder could be charged international rates for using an HSBC ATM since both the ATM card and the ATM are linked to PLUS rather than local rates since both the ATM card and the ATM are MegaLink affiliates (HSBC ATMs by default are linked to Expressnet). The risk is dependent on the type of card used. Thanks for the heads up though... badtrip nga -- worst case scenario is withdrawing 100php and being charged 250php for it. d@mn.

I don't mind the charge. Bad trip lang talaga. It's just that I had no choice last saturday so I tried using the BDO ATM machine.
The best thing that BDO could have done is POST a message that if your using a local ATM card you will still be charged based on USD.

I think they should be penalized for not posting such signs at their machines.
I know its no excuse for me not knowing the cirrus, maestro expressnet thingy.
But they could have at the very least posted a sign.

SCAM!
ATM charges...hmm...its been an issue ever since, even abroad...what is the basis of charges, captive market etc.
if you ask me, ATMs should be part of a bank's service to its clients...a part of their cost...every ATM machine is a labor saving device replacing a human teller's labor...so the banks argument of running ATM machines cost money is true but should not be taken as what the banks want you to think. ;D

I just wanted to post this to WARN all you people out there.
It would be disheartening to see other members in this board get ripped off by these banks. They are earning too much already from the interest rates they are imposing on the borrowers and they give a very meager 1% per annum on savings accounts.
From the way I see it, banks are just dressed up loan sharks.

I'm just one g disgruntled person na gumamit ng ATM dito sa pinas na ang banco ay dito din sa pinas based. Tapos ang charging nila dollar? Eh nasa pinas ka tapos charge ka nila ng dollars? Anak ng *#*% I would completely understand pag foreign bank ATM ang gamit ko!

hubie, I've been ripped off too by BDO heeh my ATM is also Metrobank. Too bad I did a balance inquiry and then withdrew so that's 200+ bucks nga, kase mga 2.something dollars ang charge nila.
I agree its no scam since there's no law about it or if there is for sure they've got loopholes, but it also did piss me off, also not with the money for them not having any sign. Our banks should have also warned us about this. Well at least now we know.
