Is there a rule already requiring bikers to have their motocycle license plate numbers printed on their helmets?
Is there a do-it-yourself (DIY) way of painting the helmets?
Is there a guideline on the minimum size, color, font in doing so?
Is there a deadline for the compliance?

The regulation is out but it has met considerable opposition from the motorcycling public. MMDA could not enforce it.
MMDA has done a lot of good projects but I think this one sucks!
Some of the provisions are even vague. For example, they say the numbers should be big enough to be seen from 25 meters. So how big should that be? 3 inches high? 4 inches? It is not specified.
Maybe they would reconsider. So hold your paint brushes and cutters.

i dont think its ever gonna happen now...bumigay na yata ang MMDA on the protest of motorcyclists the last time i heard about it in the news...correct me if i'm wrong. i personally believe that this is the dumbest proposal that came from the MMDA..you cannot prevent crime by putting numbers on people's heads hehe! it just cannot compensate for the lespu force's lousy work! sa ilocos nga bawal ang helmet eh ..but thats another story. only in the philippines! is there a country you know that have this regulation? i always suspect that their authorities are smarter than we ours.

OT: in the 90s in ilocos sur, in particular, i have driven honda/suzuki/ducati/aprilia GP bikes without proper registration.... ;D ;D ;D ;D ;D sa ilocos nga bawal ang helmet eh ..but thats another story.

MMDA seems to be running out of good ideas lately. Remember the wet flag technique? Now there are mmda pipol with flags to prevent people from boarding a bus after some time. The pink, este, now black fences that aimed to prevent people from straying like hamsters. ah, ewan!
and the one that sucked big time? the bike lanes that was never implemented. After the initial frenzy, the photo ops, the interviews, and GMA's inauguration of the lanes, poof! gone!

kulot, i believe they created the ordinance coz majority of killings were executed by motorcycle riding hitmen wearing helmet to hide their identity.

No, I don't think any other country in the world has gone this far to humiliate motorcycle riders.
Whoever, thought of that regulation obviously does not know much about helmets. Helmets today are hi-tech and come in all shapes and sizes.
If the stickers are big enough so that number are readable from 25m, they would interfere with the visor hinge or the air vents or strap points.
Painting the numbers on is also iffy. Some paint solvents could damage the finish or attack the foam liner inside.
How's that for promoting safety?

License plate on helmets? First, they need to enforce wearing helmets. You can't put those numbers on the head. Second, they have to enforce motorcycle helmets. It is also difficult putting plates on bike helmets (since some of them still use this, they have so many holes). Lastly, enforce all existing laws before coming up with an absurd idea.
I would like to name some:
Vehicles stopping almost at the center of the intersection. Even blocking the pedestrian lanes.
Drivers and passengers smoking inside the public utility vehicle.
Public utility vehicles waiting for passengers even when they have a green light.
What about those that have defective lights?
Hey, I can go on and on but what's the use. It is as if they have nothing to do. We have so many laws not being enforced and they want to add another one?
This will never sell. Might as well paint the license plates also on the side or roof of the cars, jeeps, and buses. hehehe
Just an opinion.
