An NGO in Japan donates 1,000 bikes annually to about 20 countries globally. Each country gets about 100 bikes per year. The bikes are free but the beneficiary must cover costs for transportation and other related expenses.
They are looking for an organization that will do the following, among others:
1. Identify interested cities
2. Coordinate between the recipient city and Japan
3. Establish the terms of reference for the donation and maintenance of the bikes
4. Coordinate the transport and delivery of the bikes
The Partnership for Clean Air may coordinate with the Firefly Brigade to take on this project, to support their promotion of non-motorized transport, if the project is viable. A couple of questions should first be addressed such as:
1) how old are the bikes (assuming they are not new) --> this is a big decision factor, we will coordinate with the focal person for the NGO first to get more details about the bikes;
2) how much will it cost to bring the bikes here? ---> transportation cost and other importation expenses; and
3) how much does a secondhand bike in Manila costs? ---> i guess it depends on the type of bike being donated but can anyone here give me a ballpark figure?

The Partnership for Clean Air (PCA) is a multi-sectoral alliance of individuals, public and private sector organisations and government agencies, that aims to increase public involvement in the implementation of clean air programs in Metro Manila. Its creation is an offshoot of a multi-sectoral public information campaign planning undertaken by the Metro Manila Air Quality Improvement Sector Development Program of the Asian Development Bank. The Partnership for Clean Air is also the Philippine Representative of the Clean Air Initiative for Asian Cities (CAI-Asia)
