Is the specs ok for a first timer. Im not going into pro biking. Uses: biking on weekends for exercise and for errands around the city

Based on what you described you might want to check the Giant XTC SLR 4. It will come in cheaper than the Talon and its feels lighter. The XTC is more cross country oriented while the talon is more trail. At least that's how giant positions it. But as you will read in the other new bike/ first bike questions here, the important thing is to find the proper bike fit. There are really a lot of good bikes out there. Try to consult the manufacturers website to see how they position their bikes. Most websites can guide you on which bike to pick depending on your riding style. So for me I bought something not too expensive as I try to discover what I really like or need and move/upgrade from there.

Here's my take, can't go wrong on a built bike. Most, if not all, of us started with "weekend rider and errands riding". So get the bike that fits you, then replace the parts as you see or feel needs replacement.

for lights, i'm not really into brands. what i look for is if it's weatherproof and how easy to change the batteries. i've tried cheap lights which lasted me years, meron naman na branded pero nabasa twice, that's it na.
for headlights mas particular ako, although ever since nakatikim ako ng CREE bulbs on a flashlight type headlight, dehins na ako lumipat. there are more powerful lights out there pero dehins ko gusto yung may external battery as i don't really do night riding that much or that long.

sa tools, i always go branded. the last thing you want is your tools to fail while you're in the wilderness or in a dark place. my weapon of choice is Topeak Mini 18+.
Tubes, kahit local lang okey na sa akin. pump, as long as pwede ang schrader at presta, then may gauge, okey na rin sa akin. bell....nagkataon na nabigyan ako ng Incredibell dati, dehins sobrang lakas, pero matinis.
