Ive read this article in PDI last January,Im just wonderin it was ever Implemented, Im sure many PMTBiker are using their Bike to Commute to and from work,and probably some do pass by QC area.
Bicycles, pedicabs and pushcarts without taillights or reflectors are no longer welcome on Quezon City thoroughfares at night. In a move to prevent road accidents,City Councilors have enacted an ordinance banning vechicles without motors that do not have illuminating devices on the streets. under the ordinance, any resident who owns a nonmotor vehicle, such as a bicycles, pedicab or pushcart, shall be required to register the vehicle with the barangay chair. They shall also be required to install illuminating devices such as reflectors, taillights, reflector stickers, and even compact discs, which reflect light and catch peoples attention in the dark. The nonmotor vehicles shall be prohibited from plying the city highways and roads without the reflectors, according to the ordinance. The measure also authorizes the lespu officers, Barangay officials and watchmen to confiscate and impound vehicles violating the ordinance. The proponents said they want to curb road mishaps involving non motor vehicles, which tend to rise during night time. Violations will carry a corresponding penalty: First-time offenders may claim their confiscated vehicle only upon payment of a P300 fine and presentation of reflector materials to be mounted on the vehicle. Second offenders shall pay a P500 fine and be required to install the reflector on the vehicle, while Third offenders shall be Fined P2,000, or be meted a week long Jail Term, or both, at the discretion of the court.
this Article was dated January 22, 2007 in The Phillippine Daily Inquirer. I would like to know any feedbacks,or was this ever implemented, meron na bang nahuli or na "kotongan". ;D

I'm not from QC but hey, it's a good move at least they made an Ordinance that's meant to somehow give riders protection by forcing installation of reflectors and lights.

I agree that all cyclists, pedicabs and pushcarts should at least have a reflector for their safety. Cyclists ought to wear this helmets on the roads. Motorcycle riders should also adhere to this too. Their elbows won't benefit from it they put it there.
But I strongly disagree having these fines for non-motorized peddlers. People ride or travel this way because they want to save money. This will enforce the "kotong" system in the cycling community.
Is the baranggay registration free?
THIS IS SUCKS!!!

this sucks.

this is stupid. they're penalizing the victims of the accidents. instead of looking for ways tp penalize bike comuters, they should be making the roads safer for them. what good will a little dinky blinker do when a bus comes bearing down on you at full speed on the open road because there's no bike lane?

it's July now...I'm from QC and I dont think this pushed through. Do we have PTMB member who works or know someone who works in the QC City Hall? for us to know if such Ordinance was being implemented, The article was written by DJ Yap which appeared in The Philippine Daily Inquirer,Monday,January, 22, 2007

i haven't had my bike impounded yet so i guess it hasn't pushed through. and if they want to fine me they have to catch me first

The reflector and blinkers requirement is ok but the fines suck ...
The barangay reg also sucks...unless it s free and an effort vs stolen bikes

it just shows those to create the "law" doesn't necessarily know what they're doing, he he he. what if you buy a bike, register it, then in a course of 1 year, it gets upgraded to something you can't recognize anymore as the original bike befriend your baranggay captain, then maybe tell cops that you're only passing in QC on your way home/work.

dont expect anything from this ordinance...this is just another BS...they couldnt even enforce the cellfone while driving, the seatbelt, helmet on motorcycle drivers etc laws...but a nice source of kotong money if they want to.

heard from the qc hall grapevine that they amended this ordinance............to include mandatory seatbelt use ;D on a serious note, yes i'm also from kyusi and i believe this is just an addition to the city's "papogi points" ordinances. but i hope the safety requirement and free (?) barangay registration clauses gets implemented and the penalty clauses gets repealed. instead a special unit should be put up at qc hall that shall be responsible for the education, safety and concerns of qc bike commuters. i have high praises for these bike commuters who plies the roads of metro manila specially the commonwealth ave. route, daily braving the smog, dusts, rains and crazy drivers just to save a coupla peso to make ends meet. MABUHAY ANG MGA URING MAMAMADYAK !!!!!!

But they should Apprehend first PUV with no tail lights especially jeepneys!!
almost 70% of jeepneys have no working tail light.
