It's a fixie! fixed gear and doesnt have brakes.
They put the brake there so you dont need to brake with your legs pressing down on the pedals.

How does that work? Does it mean that the rear hubs are not freewheeling hubs? And the rider would need to lift his feet up when freewheeling?

Yes, it's fixed. you have to control, make the bike slower by your own legs. No lifting of foot. Watch them cinema messengers and newspaper boys. Also track riders(velodrome)
